PSL Soccer Rules

GENERAL

WAIVER OF LIABILITY

  • All participants must agree to the waiver of liability.  
  • The waiver can be accepted on each participant player's dashboard.
  • A waiver must be signed for each league that is participated in.
  • All participants in the league assume the risk of injury.  The PSL, its volunteers, and employees shall not be liable for injury to person, loss or damage to personal property arising from or in any way resulting from participation in the league.
SPORTSMANSHIP
  • Unsportsmanlike conduct will not be tolerated.
  • Any behavior that is deemed violent, harassing, and/or inappropriate in any way, as witnessed by the umpire, referee, or PUMP/PSL staff, will result in the actions outlined in our Sportsmanship Policy.
  • A player who is ejected from a game must leave the premises immediately.  Play will not resume until the ejected player has left.
  • Officials reserve the right to end a game at any point if the overall sportsmanship is out of line.
  • Captains are to be the team liaison to discuss any call or rule with an official during game play.  
WEATHER POLICY
  • The decision to call a rainout will be made as early as possible and will be updated on our Rainout Line as per PSL policy.
  • We will endeavor to play in mildly inclement weather. Rainouts will not be called unless conditions on the sand are extremely poor or the weather is deemed dangerous.
  • Umpires have the jurisdiction to call a game due to darkness or weather at the beginning or during a game.
TEAMS
SUBMITTING A ROSTER
  • Each team must submit a roster with a minimum of seven (7) and maximum of 15 players.
  • No player may register for more than one (1) team within the same league.
  • Rosters must be submitted and a waiver form must be signed before any player may take the field.
  • Rosters must be finalized and no changes are allowed after the second week of play.
  • No player who is not on your roster and signed a waiver form may play in the league.
  • Only rostered players will be eligible for playoffs.
PLAYERS
    • A team consists of six (6) players and a goalie (2 female minimum).
      • A team can consist of all females but not all men.
      • Female keepers do not count as on the field.
    • Games will be played six (6) on six (6), plus goalies.
    • A team can start play with a minimum of four (4) players, one (1) of whom must be female.
    • A team may pick up a maximum of two (2) players from another PSL team in the league to avoid forfeit.
      • If a rostered player arrives late, they must be immediately inserted into lineup for the substitute players.
      • You cannot pick up substitute players for playoffs.
GAME SCHEDULE
START TIME
  • Game will start at its scheduled time.
  • If a team does not have enough players to start the match by 10 minutes after the scheduled start time, they will forfeit the first game.
  • If enough players to start a game arrive between 10 and 15 minutes after the scheduled start time, the game will be officiated and played as a scrimmage but will still be recorded as a forfeit.
  • Once 15 minutes after the scheduled start time has passed, the game is recorded as a forfeit and the teams are allowed to use the remaining time to practice or organize a pickup game. Officials are not required to stay and officiate.
  • Teams forfeiting 2 or more times during the regular season will be ineligible for playoffs.
GAME LENGTH
  • Regulation games consist of two 25 minute halves with a two (2) minute half time.
  • There is a running clock with no added time at the end of the half.
OVERTIME
    • Regulation games can end in a tie during the regular season.
    • Playoff games that end in a tie will go to a three (3) minute Sudden Death overtime period.
      • If the teams are still tied, a second three (3) minute overtime period will be played.
      • If teams are still tied after two sudden death overtime periods, there will be a five (5) person shootout.
      • Teams must choose at least two (2) females from each team and no more than three (3) men.

RULES

EQUIPMENT
  • Soccer cleats or flats are permitted.
  • All players must wear shin-guards.
  • Mouth guards are recommended, but are not required.
  • Goalies may use their own gloves.

PLAYING RULES

      • Games will begin with a kickoff at the center circle. The ball may be kicked forward or backwards. The defending team must stand outside the circle, no closer than six (6) feet to the ball.
      • Kickoffs are used at the beginning of the game, the beginning of the half, and after any goal scored.
      • If the ball leaves the field of play over the goal line or the touchline play will restart in accordance to FIFA Laws.
      • If the ball hits the ceiling the restart will be an indirect kick directly under the spot where the ball hit.
      • All restarts are to be taken within six (6) seconds of possession, any intentional delay to restart the game will result in loss of possession (i.e. throw-ins will change possession, indirect kicks will change possession, goal kicks will result in an indirect free kick from the penalty spot and corner kicks will result in an indirect free kick from the corner arc).
      • All standard soccer laws will be enforced in accordance to FIFA laws.  All fouls and restarts will be restarted with an INDIRECT KICK.
          • EXCEPTION:  Any foul committed inside the goalkeeper arc, which are deemed to be direct kicks, which will result in a penalty kick. 
          • Penalty kicks will be taken an additional three (3) yards from the top of the penalty arc.
      • Defensive players must be five (5) yards away from the top of the goalkeeper's arc on all goal-kicks and are not permitted to challenge the kick.
      • Defensive players must be five (5) yards away from corner kicks.
      • Defensive players must be five (5) yards away from goal kicks.
      • Defensive players must be three (3) yards away from the touchline on all opponent's throw-ins.
      • Goalkeepers are not permitted to cross the center line. An infraction will result in an indirect free kick from the center circle.
      • Goalkeepers are not permitted to drop-kick the ball. An infraction will result in an indirect free kick from the center circle.
      • Slide tackling is not permitted. A slide tackle will result in a two (2) minute penalty.
        • This excludes the keeper inside their own box.
      • Offside rule will apply.
SUBSTITUTIONS
  • Substitutions can be made on the fly.

SPORTSMANSHIP RULE

  • If a team goes up by seven (7) goals, that team will take a male player off the field until the goal differential is back to a five (5) goal differential.
FOULS & MISCONDUCT
YELLOW CARDS
  • Fouls deemed to be worthy of a yellow card will result in the offending player being given a two (2) minute penalty.  
  • The team will play short for those two (2) minutes unless the opposing team scores, at which point the team may add the offending player (or any other substitute) to the game.
  • EXCEPTION:  If the goalkeeper is given a yellow card a male player from the offending team will be designated to serve the two (2) minute penalty in his place.
RED CARDS
  • Any serious foul play or violent conduct will be given a red card and the offending team will play down a player for the remainder of the game.  
  • Red card offenses require the offending team to play down one player for five (5) minutes, regardless if the opposing teams scores.  
  • Players receiving a red card must leave the game and may not return.
  • Further sanctions (player suspensions) may be applied, depending on the nature of the foul.
SOFT RED CARDS (TWO YELLOW CARDS)
  • Players receiving two (2) yellow cards in one game will be ejected from the game and require the offending team to play down one player for five (5) minutes, regardless if the opposing team scores.
  • However, unlike a straight red card, the offending player will not be subjected to a suspension.

SUSPENSIONS

  • Please note that these suspensions are subject to consideration by the PSL, and depending on the severity of the infraction, further discipline or eviction from the league may occur.
  • Red cards for serious foul play will result in a one (1) game suspension for the offending player.
  • Red cards for violent conduct will result in a three (3) game suspension for the offending player.
  • If the violent conduct includes fighting, the suspension will be five (5) games.
  • If any player receives three (3) yellow cards in a season, they will have to sit one (1) game.   
  • If any player receives five (5) yellow cards in a season, they will be suspended for the remainder of this season and put on probation for next season.  
  • If said player receives two (2) yellow cards the following season, they will be suspended for the remainder of that season and continue to be on probation until they have successfully completed a season with one (1) or less yellow cards.
PLAYOFFS
SEEDINGS
  • The number of teams qualifying for playoffs will vary based on how many teams register for the league. Either all of teams will make playoffs, or only the top four teams will make playoffs. PSL will use the following point system: three (3) points for a win, one (1) point for a tie and zero (0) points for a loss.
TIEBREAKERS
  • All teams tied in the standings will use the following tiebreakers, in order, to determine seeding
    • Head-to-Head record
    • Goal differential (total goals scored in the season Ã?¢?? total goals given up in the season)
    • Least number of forfeits
    • Least Goals Allowed
    • Coin Toss

3-way tiebreakers:  When 3 or more teams are tied; all teams will be ranked on the same criteria as opposed to knocking a team out then returning to the top of the tiebreaker list.  Tiebreakers will be applied until all teams that are tied can be ranked using the same criteria.  If the teams did not play one another in an even amount of games then "head to head" will be skipped.
